Financing conditions come before the policy headlines

Monday’s useful question is how firms describe access to funding before this week’s central bank decisions. The ECB weekly diary schedules an item for its Survey on the Access to Finance of Enterprises (SAFE) today at 10:00 CET. That is still ahead of this assessment. We have not verified its new results and do not treat the calendar entry as a release.

The ECB’s SAFE overview explains that it covers firms’ financial situation, external financing needs and availability, and expectations for prices, costs and employment. At our check, the overview still presented second-quarter 2026 results. Those existing responses are historical context, not today’s new findings.

Read funding demand and availability separately

The first editorial task after publication will be to identify the survey period and compare like-for-like measures. A firm can need more external finance because activity is expanding, or because cash flow is under pressure. An increase in financing needs alone therefore does not explain whether the underlying business situation improved.

Availability is a separate question. Our reading will examine the explanation for changes in financing conditions alongside the economic picture described by respondents. Firms’ expectations about future prices are also distinct from actual consumer inflation. They can inform the discussion without becoming a substitute for an inflation release.

That distinction matters for EUR/USD. Financing pressure can affect the interpretation of euro area demand and policy transmission, but it does not mechanically establish a currency direction. Any euro assessment must also consider the US side of the pair. We have not verified a market consensus or current exchange-rate reaction, so no outcome is labelled a surprise here.

The decisions remain ahead

The Fed calendar lists its FOMC meeting on 27 and 28 October. On 28 October, the announcement is scheduled for 19:00 CET and the press conference for 19:30 CET. The ECB diary places its decisions on 29 October at 14:15 CET, followed by the press conference at 14:45 CET.

These are future events. Today’s financing survey does not reveal either institution’s decision, and a future meeting is not evidence that policy has already changed. We will compare the actual statements and their explanations once published. In the meantime, a neutral assessment is more defensible than assigning a direction from an unreported survey.

Today’s session clock

The normal forex trading week has resumed under the convention in our session guide. Copenhagen now uses CET. New York remains on EDT until the US clock change on 1 November, according to NIST. The difference is five hours this week. Broker and instrument hours can differ from indicative session windows.

Conditional EUR/USD scenarios for Monday

Main scenario: neutral through today’s European and US sessions. Neither currency is favoured without fresh verified quotes. The pending survey supplies a reason to reassess later, not a measured price signal now.

Down alternative: evidence of weaker euro area financing conditions or activity, combined with firmer US evidence or relative Fed expectations, could strengthen USD against EUR and move EUR/USD lower. Up alternative: more resilient euro area conditions or softer US guidance could strengthen EUR against USD and support EUR/USD. A material survey result, official policy guidance or revisions that change the relative outlook would trigger reassessment. These uncertain alternatives contain no exchange-rate targets or trading instructions.
