Today brings the banks’ perspective
Monday’s financing evidence came from businesses. Tuesday’s next question concerns the lenders. The ECB release calendar schedules its Bank Lending Survey for 27 October at 10:00 CET, covering third-quarter developments and fourth-quarter expectations. That publication remains ahead of this assessment. Its new findings have not been verified.
The survey overview still displayed second-quarter results at our check. Those older responses should not be relabelled as today’s news. The survey asks banks about loan supply and demand, adding a different perspective to the firms surveyed in SAFE.
Approval criteria, contract terms and demand
The ECB glossary distinguishes credit standards from terms and conditions. Standards are banks’ internal lending criteria. Terms describe the contract offered on an approved loan, including pricing and other requirements. Either can change without the other moving in the same way.
Loan demand is another measure again. A borrower can need finance without receiving a loan. Our editorial reading will therefore compare the explanations for supply and demand, rather than interpret one headline as a complete account of credit activity. We will also separate banks’ reported past changes from their expectations for the next quarter.
For example, more demand accompanied by tighter approval criteria would leave a different question from more demand alongside easier access. This is a framework for reading the release, not a claim about its unpublished outcome. The useful test is whether the evidence changes the assessment of European activity and policy transmission.
What is already known
The SAFE release dated 26 October reported tighter bank financing conditions and weaker loan availability. It also warned that first-time respondents formed most of a substantially changed sample, complicating numerical price, cost and inflation expectations. These are published findings from yesterday, not today’s bank-survey results.
Our interpretation is that this creates a useful comparison to make once the bank evidence arrives. Agreement between the surveys could strengthen the financing narrative; differences would require attention to respondents, definitions and reporting periods. Neither comparison automatically establishes the direction of EUR/USD, which also depends on the US side of the pair.
A meeting begins before a decision is announced
The Fed calendar lists its two-day FOMC meeting on 27 and 28 October. The scheduled announcement is tomorrow, 28 October, at 19:00 CET, with the press conference at 19:30 CET. Today’s meeting start is not a published policy decision.
The ECB diary schedules monetary developments and the bank survey today at 10:00 CET. Its policy decisions remain scheduled for 29 October at 14:15 CET, followed by the press conference at 14:45 CET. These outcomes are still unknown.
Conditional EUR/USD scenarios for Tuesday
Main scenario: neutral through today’s European and US sessions. Neither currency is favoured without fresh verified quotes. Pending credit evidence provides a reason to reassess later, rather than a measured exchange-rate signal now.
Down alternative: weaker European credit or activity evidence, combined with firmer US evidence or Fed expectations relative to the ECB, could strengthen USD against EUR and move EUR/USD lower. Up alternative: more resilient European conditions or softer US guidance could strengthen EUR against USD and support EUR/USD. Material survey results, revisions or official guidance that change the relative outlook would trigger reassessment. These uncertain scenarios contain no targets or trading instructions.
